New Era of Leadership at Pagabo Group
In his new role, Toplass will focus on future‑facing initiatives, innovation strategy, and stakeholder relationships. Therefore, ensuring the company remains ahead of market expectations while supporting the next generation of digital development.
Toplass commented, “After an incredible journey helping build and scale Pagabo Group, I’m excited to share that I’m stepping into a new role as Executive Founder. While my colleague Amman Boughan will be moving into the group CEO role.
“Co-founding Pagabo with Jason Stapley was about challenging the status quo – creating a procurement business that puts collaboration, transparency, and social value at the heart of everything. We brought together Sypro and Loop to grow into a multi-service group with 100 staff all working to link together procurement, contract management and social value measurement processes.
“I’m extremely proud to say we are now an organisation working across the UK. Delivering smarter procurement, stronger partnerships, and better outcomes for communities.”
The firm also announced the appointment of Hannah Norbu as CFO, who takes over from Boughan this month. Norbu is an experienced finance leader with over two decades of experience.
Other members of the senior management board include Dave Stott, who was hired as Chief Technology Officer in June 2025. Stott is focused on using technology to make the built environment smarter and more connected. Driving digital transformation, breaking down silos, and exploring how AI can create real-world benefits for organisations, communities, and the planet.
Another board member, Chris Slinn, has been Chief Revenue Officer since July 2024. In addition, Jason Stapley, Pagabo’s other founding member, continues as Chief Procurement Officer for the group. A role he was appointed to at the start of 2023.
Pagabo also announced several promotions within its second-level leadership team.
Emma Hesbrook has been appointed director of procurement operations, and Jonathan Oram has been appointed category and partnerships director. Karen Carter was appointed public sector director.
Boughan’s arrival marks a pivotal moment for the organisation as it accelerates its evolution into a digitally led powerhouse supporting the built environment and wider public sector. Boughan has deep experience in transforming organisations within regulated industries. He currently holds several board advisor roles, including at BFY Group and York St. John University.
He joined Pagabo from Preventx, where he was Group CFO. With a career mainly in finance, he has held senior roles at Answer Digital, Lights4Fun, CNG Ltd and Sky Betting & Gaming. Boughan has a BA in Politic from the University of Nottingham.
Boughan commented, “Taking on the baton comes at an incredibly exciting time for the business. And that’s why our whole senior management team has been repositioned. It’s not about my position alone, but what we can do together in this new structure to shape tomorrow.
“Digital is in our DNA, and our mission is to integrate technology, data and network partners to transform built environment investments into positive outcomes for people, places and the planet.
“There is a huge supply of capital deployment from the central government across multiple sectors right now. So, there’s big opportunity – not just purely from a project perspective but also in unlocking the maximum value from that investment. Through effective use of quality data, projects can progress from pipeline to delivery more efficiently, with less risk and greater impact return for communities, meaning everyone at every stage benefits.
“Simon and Jason will continue to play an influential role in our future journey, while new faces and focuses bring even more innovation and power behind driving the group, our category-leading products and our services forwards.

Norbu joins from Riva Home, where she served as Finance Director for nearly 4 years. She has held senior financial leadership positions at organisations that include ghd, where she was group financial controller; Arcadia Group Ltd; SMA Vehicle Remarketing; and Premier Farnell, where she was Head of Accounting for Europe.
Norbu began her career at Grant Thornton LLP, working in external audit. She has a BA in Accounting and Finance from the University of Leeds.
Good founders know when to step aside. If only slightly and bring in new talent to lead their organisation to new heights. It appears Toplass feels the time is right. Importantly, this is not a sudden transition to a new leader but one that appears to have been in the planning for a while.
What will be interesting to see is how Boughan aims to lead the diverse business that includes national procurement specialist Pagabo, leading contract management software organisation Sypro, and social value software and consultancy organisation Loop.
Historically, the firm has targeted the built and public sectors; will Boughan look to explore other markets? His comment suggests that Bagabo is on a path to an expanded business. It will be interesting to see which direction he takes.
