Horizon Blue Cross Blue Shield of New Jersey will lay off 242 employees by April 26. A Worker Adjustment and Retraining Notification filing confirmed this. The cuts slice away nearly 5% of the company’s U.S. workforce.

Workers at the Newark headquarters will lose their jobs. So will staff at a site in Hopewell. Most learned Monday that their positions vanished as part of a restructuring.

Per NJ.com, spokesman Thomas Wilson said the company faces “unprecedented financial challenges due largely to higher medical costs and utilization across all lines of business.” Medical expenses keep climbing. Wilson added that despite reducing operating costs by $275 million, “our current cost structure is simply not sustainable in this environment and we have a responsibility to our customers and members to ensure the long-term financial strength of the company.”

Workers heard news in November 2025 about a company restructuring planned for early 2026. Those losing their positions will receive a separation package, Wilson confirmed.

The not-for-profit health insurance provider employed 5,680 U.S.-based workers as of March 2025, per research firm Great Place to Work. With the layoffs announced this week, the company has slashed its workforce by 8% over the last 13 months.

The state’s largest health insurance provider covers 3.8 million people in New Jersey — roughly 40% of state residents.

This announcement arrives two months after the health care giant agreed to pay $100 million to resolve allegations it systematically overcharged the state for years in connection with the health care claims of thousands of public workers. The settlement itself noted that the agreement did not constitute an admission of liability.

A September 2025 report from HealthScape Advisors found regional, nonprofit health plans recorded a 71% operating loss in 2024. The report noted that “the forces causing these disproportionate operating losses will only accelerate in the days ahead.”

Other regional Blue Cross Blue Shield operators have also announced cuts. Idaho saw around 90 job losses. Last fall, Blue Cross Blue Shield of Massachusetts offered voluntary buyouts to about 750 employees.

In December, the insurer announced St. Joseph’s Health system will move out of network, effective March 1, 2026. That change will affect St. Joseph’s University Medical Center in Paterson and St. Joseph’s Wayne Medical Center in Wayne.
