The Minnesota BCA claims federal investigators are not sharing information regarding a shooting involving a federal agent last week.
As previously reported, the Minnesota BCA was called to the 600th block of 24th Avenue North on Jan. 14.
According to the BCA’s preliminary investigation, federal officers were pursuing a vehicle when it crashed into a snowbank in the 600 block of 24th Avenue North just before 7 p.m. on Jan. 14.
The BCA said the man driving the vehicle then ran to a nearby home, where he was pursued by a federal officer, who caught up to him in front of the house, and an altercation took place.
Another man from the home reportedly became involved in the altercation. The BCA said a broom may have been involved in the altercation, and, at some point, the federal officer fired his handgun, striking one of the males.
The man who was shot, Julio Sosa-Celis, 24, sustained a non-life-threatening gunshot wound to the leg and was taken to the hospital for treatment. The federal officer was injured and was also taken to the hospital. The other man at the home was taken into custody by federal officers.

Both the BCA and the FBI began an investigation.
However, the BCA said its investigation could not be completed the night of the incident due to safety concerns, but agents later recovered a broom, shell casing and bullet with a search warrant.
What they have not been able to obtain, however, is an interview with the federal officer involved in the shooting, according to the BCA.
The agency claims that its agents have not been permitted to speak with the federal officer involved or been provided with information from federal investigators, including the officer’s identity or whether the agent was wearing a body camera that may have captured the event.
According to the BCA, the FBI has indicated that it has no intention of sharing the results of its investigation with them.
It mirrors a similar incident that occurred this month, when the BCA said the FBI pushed them out of the shooting death investigation of Reene Good.

The agency is now asking that anyone who may have firsthand information about the event or video contact them at bca.tips@state.mn.us.
