Emmer introduces bill to denaturalize some fraudstersThe Minnesota representative says it has strong Republican support but bipartisan agreement may be an uphill battle.
One of Minnesota’s congressional representatives has introduced new legislation that would denaturalize certain people who are convicted of fraud.
Rep. Tom Emmer, a Republican who represents Minnesota’s 6th Congressional District and is also the House Majority Whip — the third-highest ranking member of the party — announced the introduction of the Stop Citizenship Abuse and Misrepresentation (SCAM) Act on Tuesday.
If it became law, Emmer says it would “create a path to denaturalize anyone who, within 10 years of their naturalization, is convicted of fraud against the government, found to have joined or affiliated with a foreign terrorist organization, or is convicted of an aggravated felony or espionage.”
Several other congressional Republicans are listed as cosponsors of the bill, including Minnesota Reps. Pete Stauber, Michelle Fischbach and Brad Finstad. No Democrats have come out in support of the legislation, yet.
The bill comes as President Donald Trump and his administration have ramped up their focus on Minnesota, both on immigration enforcement and fraud investigations.

5 EYEWITNESS NEWS has reported on fraud concerns within Minnesota for many months, with investigations ongoing into more than a dozen programs just within the Minnesota Department of Human Services. Just last month, Assistant U.S. Attorney Joe Thompson said CMS found $18 billion in Medicaid billing by 14 state programs now labeled as at a “high-risk” for fraud dating back to 2018.
Of course, the Feeding Our Future scandal, which prosecutors have called the largest COVID-19 pandemic fraud scheme in the country, is also still playing out.
However, Trump has focused on the minorities involved in those scandals, particularly Somali Minnesotans, and his administration has highlighted them as justification to end immigration programs like temporary protected status; send roughly 3,000 immigration agents to Minnesota; and hold congressional hearings focused on Minnesota officials.
