St. Paul bringing back winter alternate side street parking for 2 neighborhoods

St. Paul Public Works announced on Tuesday that it is bringing back a winter pilot parking program, but the two neighborhoods included this year will be different from last year.

Beginning on Sunday, Jan. 4, residents in two specific areas, near Snelling Avenue and University Avenue, and near Dale Street and Selby Avenue, will have weekly alternate side street parking. This means that people will rotate which side of the street they can park on, according to a city schedule. Snow emergency rules do not apply to these streets.

The city says the point of the pilot program is to try new ways to address snowplowing and snow emergencies during the winter months, saying this one-sided parking keeps streets more open to allow plows and emergency vehicles better access.

“We’ve already had three Snow Emergencies in just five weeks this season,” said Sean Kershaw, director of St. Paul Public Works. “Our current model was innovative in the mid-1990s when it was developed, but public expectations and winter weather have changed significantly in the past 30 years. The current model doesn’t allow us to get into residential streets quickly enough. We have experienced this challenge with at least two of the Snow Emergencies this year. An alternate side parking model would always have 2/3 of the street open, allowing our crews to get into side streets earlier and more often. Rather than moving cars twice in 24 hours during a snow emergency, our message is to keep cars where they should legally be parked that week.”

Selected Neighborhoods

Snelling and University area

The “Snelling-University” neighborhood pilot area boundaries are Thomas Avenue to the north, Snelling Avenue to the east, St. Anthony/I-94 to the south, and Aldine Street to the west.

Please note that both Snelling Avenue and University Avenue will NOT be included in the pilot.

Selby and Dale area

The “Selby-Dale” neighborhood pilot area boundaries are Selby Avenue to the north, Western Avenue to the east, Summit Avenue to the south, and Dale Street to the west.

Please note that both Selby Avenue and Dale Street will NOT be included in the pilot.

You can see the rotating parking schedule below. Special signs indicating that streets are in the pilot program and the parking schedule will be posted in the selected neighborhoods.

The city will use the first 13 days of the pilot program as an educational phase, before moving into the enforcement phase on Jan. 17, which can include the city ticketing and potentially towing vehicles.

The alternate parking runs through April 11.
