A Minneapolis man is facing several felony charges after he allegedly stole a rental car and pointed a firearm at the St. Paul police officers who tracked him down and shot him in the leg.
Court records show Elliot Samuels Vaughn, 32, faces counts of first-degree assault against a peace officer, second-degree assault with a dangerous weapon, and theft of a motor vehicle.

A criminal complaint alleges Vaughn broke open a lockbox holding the keys to a Buick rental car and stole it from a Minneapolis parking garage on Saturday morning. The rental car company noted that two other cars were stolen around the same time.
On Sunday, General Motors notified police that it had tracked the stolen Buick to the area of Highway 52 and Interstate 94 in St. Paul. GM remotely slowed the car down and stopped it near the westbound ramp onto I-94, and two people got out as police approached in a squad car, the complaint states.
An officer allegedly saw the driver, Vaughn, reach into his pants before drawing a handgun, transferring it from his right hand to his left and pointing it at the two officers inside the squad. Charging documents state both officers fired at Vaughn, hitting him in the thigh. Police recovered a loaded gun with a round in the chamber nearby.
Vaughn was brought to Regions Hospital for medical attention and was subsequently booked into the Ramsey County Jail. He remains in custody on $200,000 bail.
Vaughn was scheduled to make his first court appearance Tuesday morning.
The Minnesota Bureau of Criminal Apprehension on Tuesday identified the two officers who fired at Vaughn as Matthew Foy and Byron Treangen III. They remain on critical incident leave.
The BCA continues to investigate the use-of-force incident and will present its findings to the Ramsey County Attorney’s Office for review.
