Woman says she was detained by ICE in Minneapolis for being a ‘citizen observer’

A woman has told 5 EYEWITNESS NEWS she was thrown to the ground and detained by U.S. Immigration and Customs Enforcement when she refused to leave the sidewalk she was watching them from.

Susan Tincher said on Tuesday morning she was outside at North 21st and Oliver avenues in Minneapolis, where it appeared an ICE operation was underway.

While trying to learn what had happened, Tincher said she asked the people she thought were ICE agents why they were in the neighborhood and whether they were ICE.

Tincher claims her questioning was met with hostility.

“I approached an officer and was asked what they were doing and if they were ICE, and she yelled at me to get back, and I stood my ground,” Tincher said. “I just stood there on the sidewalk, and other officers came up, and I was thrown to the ground, tightly handcuffed.”

In a video shared with 5 EYEWITNEES NEWS, Tincher was seen on the ground in cuffs, calling for help before the suspect ICE agents got her back on her feet and took her away from the area.

Tincher said she was taken to the Whipple Federal Building at Fort Snelling, where she was held for four hours before she was released. Tincher said she will be charged with obstruction as a result of the incident.

5 EYEWITNESS NEWS has reached out to ICE for comment but has not received a response.
