Bloomington, Ind. — November 24, 2025

Four men were arrested early Sunday after Monroe County Sheriff’s deputies stopped two vehicles that investigators say were tied to multiple ATM thefts in Illinois and Michigan.

According to a news release from Monroe County Sheriff Ruben Marté’s office, deputies were alerted on November 23 by the Pontiac, Illinois, Police Department about two suspicious vehicles believed to be traveling in the Bloomington area: a black Toyota Corolla with Wisconsin plates and a silver Kia Sorento with possible Michigan plates.

Pontiac police told deputies the vehicles were known to frequently change license plates and that the occupants were believed to be Hispanic males connected to several ATM thefts in Illinois and Michigan, the release said. Officers were also advised to watch for a so-called “master” ATM key and other electronic devices allegedly used to bypass machine alarms.

At about 1:30 a.m., deputies located one of the vehicles near West State Road 45 and South Leonard Springs Road on the west side of the county. After following the vehicle for a period of time, deputies initiated a traffic stop on northbound I-69 for a traffic infraction, according to the sheriff’s office.

An Indiana State Police trooper later located the second vehicle and conducted a separate traffic stop in Morgan County. During the stops, investigators said they developed probable cause and arrested all of the occupants from both vehicles on suspicion of organized theft, a Level 6 felony.

The vehicles had also been seen in the Fishers and Noblesville areas, and police departments there have been notified, the release said. Because the investigation involves financial institutions, the Federal Bureau of Investigation has also been contacted.

Those arrested and their listed charges are:

  • Kevin O. Palaciosteran, 26, of Newark, New Jersey
    • Organized Theft, Level 6 felony
    • Possession of Marijuana, Class B misdemeanor
    • Operator Never Licensed, Class C misdemeanor
  • Deiverson Viloria-Sanchez, 20, of Haltom, Texas
    • Organized Theft, Level 6 felony
  • Giovany Moreno Santamaria, of Appleton, Wisconsin
    • Organized Theft, Level 6 felony
  • Jose Angarita Turizo, 35, listed as transient
    • Organized Theft, Level 6 felony

Authorities said the investigation is ongoing and additional charges are possible.
