Ralph Menzies: DHHS evaluation says death row inmate is not competent to be executed

An evaluation from the Utah Department of Health and Human Services (DHHS) says that the death row inmate convicted of the 1986 aggravated murder of Maurine Hunsaker is no longer competent to be executed.
