Irvine shop owner speaks out after confrontation with judge-executive over tattooing 16-year-old
Brad Brooks, owner of Steel Rail Tattoo LLC, said he had just finished tattooing a 16-year-old boy when Estill County Judge-Executive Donnie Watson walked into the shop, visibly upset, and began threatening legal action for tattooing a minor.
