
The incoming mayor of St. Paul, Kaohly Her, has officially submitted her letter of resignation to Gov. Tim Walz from her seat in the Minnesota House of Representatives. It’s effective on Monday, Nov. 17 at 11:59 p.m.
Her held the District 64A seat, which encompasses a swatch of St. Paul from around Highway 280 to West Kellogg Boulevard from west to east and from approximately Interstate 94 to West Saint Clair Avenue from north to south. The map of the district is below.
She was first elected to the seat in 2018 and was currently serving her fourth term when she decided to run for mayor of St. Paul.
Her won the election, ousting Mayor Melvin Carter in the second round of ranked-choice voting, who was seeking a third term.

The resignation will trigger a special election for the seat.
Rep. Her proved this statement about her time serving in the House:
“I have loved every second of serving in the Minnesota House of Representatives. Leading our state through the COVID-19 Pandemic as Majority Whip, overseeing the House as Speaker Pro Tempore, and the deep, loving friendship I formed with our beloved Speaker Melissa Hortman are cherished memories that I will carry with me, no matter where I go.
“The transformational change we achieved during the 2023-24 legislative session will be a high-water mark in my career. Our success is due not only to the dedicated members of the legislature but also to the talented staff who spend long hours behind the scenes making our state function.
“My one regret is that I wasn’t able to get the Equal Rights Amendment over the finish line, but I am confident that the next generation of leaders in the House will pick up the torch and get the job done.
“When my grandparents and parents fled Laos after its fall, they couldn’t have imagined where their journey would bring me. In their search for freedom and a better life, they taught me that we must never let despair triumph over hope. Their sacrifice and persistence became my guide for serving those who have entrusted their hopes, dreams, and struggles to me.
“I am a better leader today because of my work at the legislature. I thank my constituents from District 64A for choosing me as their voice at the State Capitol. You empowered me to do this job and deliver good results for everyone in our state—ending child marriages, eliminating the pay history question to close pay disparities, championing clean energy advancements in microgrid research, and changing tenant protection laws that haven’t been updated in decades, which will have long-lasting impacts beyond just our district.
“I look forward to serving our entire city in our next chapter together.”
