Man charged after being accused of throwing puppies out of car window on highway

An Ogden man has been formally charged with animal torture after being accused of throwing six puppies out of a car window while driving on US-89, leading to the death of two of the animals. He also allegedly abandoned the puppies’ mother in Bountiful.
