Ohio State Highway Patrol joins statewide ‘Blue Envelope Program’ to support drivers with developmental disabilities

COLUMBUS — The Ohio State Highway Patrol said it is participating in the Ohio Blue Envelope Program, a new statewide initiative aimed at helping people with developmental disabilities during traffic stops and emergencies.

The program is designed to improve communication and reduce anxiety for drivers who may have difficulty interacting with law enforcement. Participants are encouraged to keep a blue envelope in their vehicle, which holds important documents, such as a driver’s license, registration and insurance, along with information about their condition and any communication preferences.

Troopers said the envelope allows officers to quickly understand how to best interact with the driver, ensuring a calmer and safer experience for everyone involved.

Each packet includes

• — A blue envelope for key documents and accommodation notes
• — A car decal to alert first responders
• — A program overview brochure

The blue envelopes are available free of charge through local county boards of developmental disabilities across Ohio.

The patrol said joining the program is part of its ongoing effort to build understanding and trust within the community while ensuring all motorists feel safe during encounters with law enforcement.
