A native of Arkansas, Baltz earned his undergraduate degree from the University of Arkansas in Fayetteville and received his medical degree from the University of Arkansas for Medical Sciences in Little Rock. He completed his residency in family medicine at the John Peter Smith Family Medicine Residency Program in Fort Worth, Texas.
