1 dead, 1 seriously injured after crash involving semi-truck

PORTLAND, Ore. (KOIN) — One person is dead after two vehicles crashed in Malheur County late Tuesday morning.

Oregon State Police responded to a two-vehicle crash on Highway 201 near milepost 17 just after 11:15 a.m. on Tuesday.

During a preliminary investigation they determined that 70-year-old Phillip Kinstrand from Vale was driving northbound in a Pontiac G5 when he veered into the southbound lane. His vehicle struck the trailer of a Freightliner headed in the opposite direction.

Kinstrand was declared dead at the scene. His passenger, 35-year-old Kayla Harlan from Ontario, was transported to a local hospital with serious injuries.

The driver of the Freightliner, 46-year-old Zachary Piper from Fruitland, Idaho, was not injured.

The highway was closed for about two hours while police conducted the on-scene investigation. OSP was assisted by the Ontario Police Department as well as the Ontario Fire Department.
