District 1 includes central and downtown Topeka. It has been held by Councilwoman Karen Hiller since 2009.
Hiller’s platform includes improvements to public streets and utilities, enhancing job and economic growth opportunities, high public safety standards, neighborhood revival and developing arts and activities.
The challenger, William Naeger, earned 48% of the vote, and he currently chairs Topeka’s Planning Commission.
