Ogden man accused of throwing six puppies out of car on highway, killing two of them

Charges are allegations only. All arrested persons are presumed innocent unless and until proven guilty beyond a reasonable doubt.

DAVIS COUNTY, Utah (ABC4) — An Ogden man was arrested after allegedly throwing six puppies out of a car window while driving on US-89. Two of the puppies died, and the mother was abandoned in Bountiful.

Memphis Lor, 25, was arrested on seven counts of torturing a companion animal, a third-degree felony. He has not been formally charged.

According to the Davis County Sheriff’s Office, on Oct. 22, 2025, Lor was driving southbound on US-89 between Fruit Heights and Layton. While traveling at highway speeds, he allegedly intentionally threw six 3-week-old puppies out of his vehicle window.

Two of the puppies were killed, another puppy was seriously injured, and two were not injured during the incident. One puppy was not initially located, but was turned in this evening around 5 p.m., according to Animal Care of Davis County.

Lor also allegedly left the mother of the puppies on the side of the road near the Bountiful Pond. The dog was severely malnourished, according to the sheriff’s office.

According to the arrest statement, witnesses told the sheriff’s office that they had seen puppies scattered across the road and assumed that they had been thrown. Witnesses helped law enforcement locate the mother of the puppies as well.

The Davis County Sheriff’s Office and animal care officers with Animal Care of Davis County worked together to locate and identify Lor. A neighbor of Lor was able to identify the mother of the puppies, which helped officers confirm he owned the dog.

“Because of the hard work and dedication of our Animal Care officers, along with the help of a concerned resident, we were able to locate the mother dog and her puppies following the October 22 incident. After locating the mother, my team was able to identify and locate the owner,” Michelle Hicks, Director of Animal Care of Davis County, told ABC4 in a statement.

Lor was detained and interviewed by the sheriff’s office. He allegedly admitted to driving around 65 miles per hour on the freeway and dropping six puppies out the window. Lor said he kept one with him. When asked about the mother dog, documents say Lor denied that she was unwell.

During the interview, Lor further admitted that he was dropping the puppies out the window because he thought “it would be easier to get rid of them,” according to the arrest statement, and that it would be “an easier death.” Lor reportedly told law enforcement that the mother had more puppies, but three had died from the cold.

“Thanks to the diligent work of the staff at Animal Care of Davis County, the mother and the surviving puppies are receiving medical care and are doing well,” the Davis County Sheriff’s Office stated in their press release.

Lor was arrested and booked into the Davis County Jail, but has since been released with conditions that he will appear in court and not commit any further crimes.

“With the assistance of the Davis County Sheriff’s Office in determining appropriate charges and apprehending the suspect, we were able to ensure accountability in this case,” Hicks added. “We’re happy to report that the mother and her puppies are now safe and receiving excellent care in one of our wonderful foster homes. Mom is getting the attention she needs, and the puppies are doing well.”
