ROY, Utah (ABC4) — Roy City Fire Department’s Fire Chief, Theron Williams, addressed the allegations against the employee who was charged with sexually abusing a child relative.

“We want to be absolutely clear: this incident does not reflect the values, integrity, or
professionalism of the Roy City Fire Department. Our firefighters are among the most dedicated
public servants in the state, and we remain proud of their service to our community,” said Williams.

Ryan Rampton, 58, has been charged with two counts of aggravated sexual abuse of a child, a first-degree felony, and one count of sodomy on a child, a first-degree felony. He was placed on leave by the Roy City Fire Department immediately following his arrest.

Rampton has plead not guilty.

Trust of city and community

Williams said that a firefighter is more than just a first responder, they are a symbol of courage, integrity, and service. Firefighters are expected to act with honestly and fairness at all times.

“I stand before you today to defend the honorable men and women who embody what it truly
means to be a firefighter. Those who fall short of these values do not deserve to stand among the great ones who have earned the public’s trust through their actions and integrity. This situation has profoundly affected not only our department but also the trust and confidence of our city and community,” said Williams.

According to Williams, Rampton was hired by the Roy City Fire Department three years ago— prior to William’s tenure. The alleged misconduct occurred before the Rampton’s employment
with Roy City.

Williams shared that had the fire department known of any prior misconduct, Rampton would not have been hired.

Additionally, Williams shared what the Roy City Fire Department’s hiring process is:

  • A detailed application with employment history, references, and reasons for leaving prior positions.
  • A signed declaration verifying the accuracy of all submitted information.
  • Authorization to obtain criminal background and other job-related records.
  • A mandatory pre-employment drug and alcohol screening
