Houston City Council appoints new LGBTQ+ economic coordinator
HOUSTON (KIAH) – Monday, Houston City Council member Mario Castillo announced the new permanent coordinator position for the pilot program of the Economic Empowerment Program. During the meeting, Castillo said the position has already been filled and has “already hit the ground running.”

“It’s a very exciting announcement, I know that there are a lot of folks that could use some good news given some recent events throughout the city,” said Castillo.

The part-time coordinator position will support inclusive economic mobility by connecting LGBTQ+ Houstonians, especially youth and seniors, to workforce programs, small business resources, City services, and LGBTQ+ designation.

The coordinator will provide support for accessing small business resources and City services. Additionally, the pilot will assess unmet needs at City Hall, foster partnerships to inform a long-term equity strategy, and document the impact of the position to advocate for its expansion to a full-time role by year’s end.

“We know the LGBT youth and entrepreneurs often face obstacles that are unique and different from our other small ventures, and so we want to make sure that we are offering Navigating possibilities, navigating opportunities, and that we’re removing any barriers,” said Cylenthia Horyd, Director of Business Opportunity.

According to the fiscal year 2026 budget amendments, the position is allocated for $20,000 from the Council District Service Fund – District H (with matching funds provided) to pilot a part-time LGBTQ+ Community Access Liaison within the Office of Business Opportunity or appropriate department.
