PLEASANT VIEW, Utah (ABC4) — A Peruvian national living in Ogden has been charged with kidnapping after meeting with a 15-year-old and taking her to his house to engage in illegal sexual relations.
Mexwill Damian Damian, 22, was charged with aggravated kidnapping, a first-degree felony, and unlawful sexual activity with a minor, a third-degree felony.
According to court documents, on Aug. 27, 2025, an officer with the Pleasant View Police Department began investigating a report involving unlawful sexual activity with a minor. The father of a 15-year-old girl stated that he found “concerning messages” between his daughter and a 22-year-old man.
The father showed that an Instagram account under Damian’s name was messaging with his daughter, and that he recognized the name, as he sometimes plays soccer with Damian. After discovering the messages, the 15-year-old’s parents asked her about them and learned that she had allegedly met with Damian on Aug. 23.
After police were contacted, the underage victim was interviewed at the Children’s Justice Center. Documents say she disclosed that she had “snuck out” of her house to meet with Damian because she knew her “father would not approve.”
The 15-year-old said that Damian was aware of her age and that he “knew her father did not want her to go anywhere with him.” When they met, Damian allegedly drove her from Pleasant View to his residence in Ogden.
According to the victim, she and Damian engaged in sexual activity at his house. Eventually, the victim asked him to take her home, and he did.
The underage teen’s cell phone was provided to police, and documents say that they located a video of the victim “explaining her intentions to sneak out” on the night of Aug. 22 to “meet with a guy.” They also allegedly found videos of the interior of Damian’s vehicle and residence.
The investigating Pleasant View Police officer stated that they have been working to locate Damian, but have been unsuccessful. His vehicle is reportedly no longer at his residence and was last seen in Utah in September.
On Oct. 8, police served a search warrant on the residence where they believe Damian brought the underage victim. Photos of the interior were collected and compared to the video from the 15-year-old’s phone, and appeared to match.
An arrest warrant has been proposed to bring Damian into custody. According to documents, he is not in the U.S. legally and is originally from Peru. Federal resources informed police that he had no recorded exits from the country.
