Renovations begin to save affordable housing complex in Tigard

PORTLAND, Ore. (KOIN) — Renovations are underway to preserve a 30-year-old affordable housing complex in Tigard, marking a significant moment for residents who once feared they’d no longer be able to afford rent there.

Back in 2021, seniors at the Woodspring Apartments realized their homes would soon become unaffordable, as a federal tax credit program that kept rent low for decades was set to expire.

After three years of tenants advocating to keep the complex low-income, Washington County  intervened, purchasing the complex from its previous owner for nearly $50 million.

Renovations to the complex include new appliances, ADA conversions, as well as exterior upgrades.

County officials say they are confident it will greatly improve livability.

“Woodspring has represented aging infrastructure,” said Washington County Commissioner Jason Snider. “By rehabilitating these homes and providing major upgrades, we safeguard the future of this community where residents have lived for years.”

Officials add that improvements to Woodspring are part of their continued work to preserve affordable housing in Washington County.

Just last month, the county celebrated the completion of its Affordable Housing Development Portfolio Rehabilitation project, renovating nearly 600 homes in affordable housing communities in just three years.
