Eagle Mountain man jailed for allegedly downloading and sharing child sexual abuse material

EAGLE MOUNTAIN, Utah (ABC4) — A man living in Eagle Mountain is behind bars after police allegedly located child sexual abuse material (CSAM) on his cell phone and social media account.

Todd Fielding Jackson, 47, faces 12 charges of sexual exploitation of a minor, a second-degree felony. Formal charges have not yet been filed.

According to the arrest statement, in July 2025, the National Center for Missing and Exploited Children (NCMEC) received a report from an electronic service provider. The report said that an account had uploaded, distributed, and viewed CSAM on the platform.

NCMEC forwarded the tip and an associated IP address to the Utah County Sheriff’s Office, which began investigating. The sheriff’s office filed several search warrants and court orders to find out more information, and documents say they were able to link the account to Jackson.

On Oct. 16, a residential search warrant was ordered for Jackson’s Eagle Mountain home. The sheriff’s office made contact with Jackson and interviewed him.

During the interview, Jackson allegedly admitted to owning the account that was reported. He told law enforcement that he would send and receive CSAM on social media, and that he would save the files sent to him to “initiate other chats.”

According to police, Jackson said that he had been viewing CSAM since losing his employment, which left him with “a lot of spare time.” Documents indicate that he had access to minor children and denied sexually abusing them or any other children.

Jackson provided law enforcement with his cell phone password so they could search his phone at the scene.

On the phone, a sheriff’s deputy allegedly located several sexually exploitative images of minors between the ages of 8 and 12. These CSAM files were different than those connected to Jackson’s social media account.

In total, the arresting deputy stated that “a large amount” of CSAM was discovered on Jackson’s account and device. Jackson was arrested and booked into the Utah County Jail, where he is currently being held without bail.

Charges are allegations only. All arrested persons are presumed innocent unless and until proven guilty beyond a reasonable doubt.
