St. Landry Parish residents face struggles with deteriorating road conditions

ST. LANDRY PARISH, La. (KLFY) — Poor road conditions on Carrington Place and Rue Joubert Street in St. Landry Parish are causing significant disruptions for residents, impacting essential services like emergency response and waste collection.

The deteriorating state of these roads has made it difficult for first responders, mail trucks, school buses, and garbage trucks to access the area. This has prompted Richard LeBouef from St. Landry Solid Waste to collaborate with state and parish officials to seek solutions.

“We try to see if we can get them some assistance in some kind of way,” LeBouef said, highlighting the efforts to address the road issues.

News 10 has observed firsthand the damage caused by the poor road conditions, noting the holes and inadequate repairs that are leading to vehicle damage and service disruptions. LeBouef expressed concerns that the situation could worsen, especially for older or disabled residents, if the roads are not improved.

The complexity of repairing the roads is compounded by the division of property ownership, with some residents owning up to the middle of the street and others only to the ditch.

“In the home-rule charter of St. Landry Parish, it’s clear and concise that you can’t put public funds on a private road, but there are some ordinances or covenants that are on there in the first part that say for life, health and welfare.” LeBouef said

Lebouef said there has been a meeting with residents in the subdivision to start the process of finding solutions, but there is still a lot of work to do.

“Some of these some of these properties own to the center of the streets but behind that is open, which means it’s only open to the ditch.” LeBouef said. “So we need to find out where those boundaries are, get the servitude that we need to. And Jake Laverne and Maxine Doucet with Bayou State have been more than gracious allowing passage if we can get these and they’ve allowed us some time for this to happen. I’m not going to terminate service, but we have to get them some assistance without breaking other equipment and without trying to put these people in harm.”

A meeting with residents has already taken place to begin the process of finding solutions, and another meeting with Congressman Cleo Fields is being scheduled. Efforts are underway to resolve the road issues in St. Landry Parish, but the challenges of property ownership and funding restrictions remain significant hurdles.
