Police said 18-year-old Joshua Carter was taken into custody by the U.S. Marshals Service in Fayetteville, N.C., without incident.
He was charged with first-degree murder, two counts of kidnapping, and two counts of armed robbery for his alleged involvement in the shooting
According to police, on Sept. 21, Fontava was shot and killed inside his apartment in North Bethesda.
An initial investigation found Carter and Justin Michael Greene Collins, 25, as suspects. Collins remains outstanding, and Carter is awaiting extradition to Montgomery County.
