The research, conducted by Michael Kelly Personal Injury Lawyers, analyzed the latest fatal crash data from the National Highway Traffic Safety Administration (NHTSA), examining how many fatal crashes each state recorded in 2023, and what percentage of those were because of a police pursuit.
In ninth is Texas, with 1.91% of fatal crashes due to a police pursuit. With a massive 3,936 total fatal crashes recorded, the highest of any state, 75 of those were as a result of a police chase, also the highest raw figure of any state.
While the Texas Department of Public Safety has established guidelines emphasizing the need to balance public safety with the mission of apprehension, these policies are not mandated across all law enforcement agencies in the state.
Local departments, such as the Houston Police Department (HPD), have developed their own pursuit policies. HPD’s policy requires officers to consider factors like the severity of the offense, road conditions, and potential risks to public safety before initiating a pursuit.
Nationwide, an average of 1.18% of fatal crashes resulted from high-speed chases.
