UTAH COUNTY, Utah (ABC4) — A Springville man has been charged in two cases for allegedly sharing child sexual abuse material (CSAM) through a peer-to-peer network.
Roger William Rawle, 37, has been charged with one count of aggravated sexual exploitation of a minor, a first-degree felony, and 19 counts of sexual exploitation of a minor, a second-degree felony. In a separate case also filed today, he is charged with one more count of aggravated sexual exploitation of a minor.
According to court documents, on Aug. 28, 2025, officers with the Provo Police Department were investigating peer-to-peer file sharing networks for offenders distributing CSAM. During the investigation, they located an IP address that connected to a home in Springville.
Officers connected to the device attached to the IP address and discovered that it was sharing CSAM. After discovering the file, a Provo officer wrote a search warrant for the Springville address.
On Sept. 2, 2025, the Utah County Sheriff’s Office also investigated a peer-to-peer file sharing network. They discovered the same file of CSAM coming from the Springville residence. A search warrant was returned on the device connected to a Springville residence, where Rawle lived.
The sheriff’s office was performing surveillance to confirm Rawle’s identity on Sept. 23 when they learned that the Provo Police Department also had an open investigation into Rawle.
On Sept. 30, law enforcement served a search warrant at Rawle’s residence in Springville. During an interview with police, he allegedly admitted to viewing and downloading CSAM. He said that he had downloaded up to 100 files on his computer.
Rawle claimed that he was “trying to overcome” his interest in viewing CSAM and had recently deleted all files from his computer, documents say. After being given the passwords by Rawle, an officer reviewed the recently deleted files and confirmed there was CSAM.
Rawle was arrested and booked into the Utah County Jail, where he is currently being held without bail.
