Historical marker unveiled at RipFest in Eastland

EASTLAND, Texas (KTAB/KRBC) – A historical marker recognizing the Texas 11th Court of Appeals was unveiled Saturday on the south lawn of the Eastland County Courthouse during the city’s annual RipFest celebration.

The 11th Court of Appeals is one of 14 intermediate appellate courts in Texas, covering 28 counties in west and central Texas, with its primary office located in Eastland.

The court, which has held proceedings in Eastland for decades, is being formally acknowledged for the first time with a permanent marker. The ceremony followed the Old Rip Parade and drew a crowd of residents and officials.

State Rep. David Spiller, R-Jacksboro, attended the event and commented on the court’s presence in the region.

“It’s very important, first of all, to have District 68 — and specifically Eastland County — host the 11th Court of Appeals,” said Spiller, who has practiced law for 39 years. “We deal with a lot of cases and rulings, and it’s certainly great to have one of the 15 courts of appeals in Texas actually here.”

Spiller also spoke about the three justices serving on the court, describing their work as efficient and deliberate. He noted that the court’s caseload moves faster than some appellate courts in larger Texas cities, but did not offer specific comparisons.

The unveiling was part of the 45th annual RipFest, a daylong event that included live music, vendors, food, and other community activities.

Spiller, who began representing Eastland County following redistricting, said it was his first time attending the festival as a legislator.

“It’s obviously well attended,” he said. “The music is loud, kids are having a great time, and people are enjoying corny dogs and funnel cakes. It’s a great time to get together.”

He also noted the challenges of covering his 12-county district, which spans approximately 300 miles.

“I spend a lot of time on the road,” he said. “I’m just glad we’re not in session so I can be out here meeting people face to face.”

The historical marker is intended to preserve the legacy of the 11th Court of Appeals and raise awareness of its role in the Texas judicial system.
