Pennsylvania lawmaker introduces ‘Abby’s Law’ to regulate electric scooters

HARRISBURG, Pa. (WHTM) — A proposed bill would regulate electric scooters in Pennsylvania.

Sen. Timothy Kearney (D-Delaware County) introduced the bill, known as “Abby’s Law,” which would classify electric scooters as regulated vehicles. It’s named in honor of 12-year-old Abigail Gillon, who died when she and her friend were thrown from a scooter into oncoming traffic.

It specifically regulates low-speed electric scooters weighing less than 100 pounds.

If passed, it would:
  • Ban anyone under 16-years-old from operating a low-speed electric scooter
  • Require anyone under 18-years-old to wear a helmet while operating a low-speed electric scooter
  • Impose a 20 miles per hours speed restriction
  • Limit low-speed electric scooters to carrying one passenger at a time
  • Grant the same rights and duties to low-speed electric scooters on a roadway as a bicycle, including lighting requirements and roadway restrictions

Anyone violating the provisions would be guilty of a summary offense and would need to pay a fine if convicted.

The bill is in the Senate Transportation Committee.
