Sen. Timothy Kearney (D-Delaware County) introduced the bill, known as “Abby’s Law,” which would classify electric scooters as regulated vehicles. It’s named in honor of 12-year-old Abigail Gillon, who died when she and her friend were thrown from a scooter into oncoming traffic.
It specifically regulates low-speed electric scooters weighing less than 100 pounds.
Anyone violating the provisions would be guilty of a summary offense and would need to pay a fine if convicted.
The bill is in the Senate Transportation Committee.
