
The Sheriff’s Department received a report of a sexual assault against a child after 4 p.m. on September 28th. Deputies responded, and the child was taken to the Baylor Scott and White McLane Children’s Hospital for care.
After the hospital evaluation, the Sheriff’s Department’s first step is to bring the child to the Child Advocacy Center of Central Texas.
“These are specially trained, what we call forensic interviewers,” Criminal Investigator Sergeant Corey Powell explained. “They are non-law enforcement, they’re non-judgmental, and they are trained to talk to these children and survivors to get the information right and in a one-time setting.”
William, or “Will,” Blackburn was arrested on Monday following search warrants on his home and vehicle. The authorities noted he had no prior criminal record before this incident.
“He has worked at Academy ISD for five years as a maintenance worker,” Powell stated. “So he does have access to all the campuses in the facility, and he has been a bus driver.”
After reviewing the evidence, the District Attorney’s Office filed and accepted three felony charges against Blackburn.
“Those were the Aggravated Sexual Assault of a Child, Indecency with a Child by Contact, and Indecency by Exposure,” Powell listed. “So we went and served him on them. We don’t always do that, but we went to serve that warrant on him, and we wanted him to know that we are still investigating.”
Blackburn is now in custody at the Bell County Jail. While authorities aren’t certain if other children may have had contact with him, they are urging anyone affected to come forward.
The Bell County Sheriff’s Office says the investigation is ongoing. In the meantime, they are encouraging parents to speak with their children about any contact they may have had with Blackburn.
