New Connecticut laws take effect on Oct. 1, 2025: Here’s what to know

NEW HAVEN, Conn. (WTNH) — As the seasons change, so too do many laws in the state of Connecticut.

Oct. 1 marks the first day when many new state laws passed during the 2025 legislative session go into effect. So, what are the new laws and how will they affect you?

E-bike rules

If you ride an e-bike, you’ll be required to wear a helmet starting Oct. 1. Riders under 16 are also banned from riding e-bikes, now categorized by the state as “Class 3,” which can travel at speeds of up to 28 mph.

Street takeover penalties

Towns and cities will be empowered to take more action against street takeovers under a new law taking effect on Oct. 1. The law allows municipalities to create their own ordinances to punish those who organize and participate in street takeovers. Those who gather to observe a street takeover can also be penalized under the new law.

The new law also increases the license suspension times for street takeover offenders.

First-cousin marriage

After one of the more humorous and headline-grabbing debates of the 2025 legislative session, lawmakers passed a bill banning first-cousin marriage in Connecticut. Connecticut previously had no law banning such relationships.

Handcuffs on children

Police will be prohibited from using handcuffs on children under 14 starting on the first of the month. The legislation includes some exemptions, including instances when law enforcement officers believe there is a danger to themselves or to public safety.
