The N.C. Department of Human Resources reported the looming decision, stating that it’s “a decision of last resort.” The furloughs also would begin Wednesday, Oct. 1.
“Given other federal cuts and a more constrained state fiscal environment, this shutdown has left the state with no other viable path forward,” state officials said.
Depending on the length of the shutdown, there may be additional furloughs for federally funded employees as funding sources are exhausted.
“This situation is frustrating, and we are aware of the disruption it causes,” said State Human Resources Director Staci Meyer in a statement. “We remain committed to transparency during this difficult time, and we are offering resources to furloughed employees through a dedicated hub on our website.”
Furloughed employees will be on leave without pay until the federal government resolves the shutdown. The State Health Plan is paid a month in advance, ensuring that affected employees will retain their health care through October.
The HR department did not specify which departments or positions would be affected.
Furloughed employees are able to explore alternative resources for financial assistance such as unemployment benefits or temporary employment, including temporary employment through Temporary Solutions.
“The decision to implement furloughs is not one that has been taken lightly, and I deeply regret the hardship it will cause,” said Gov. Josh Stein. “I am upset with this federal dysfunction, and my administration is committed to doing everything in our power to advocate for a swift resolution.”
Congress is currently barreling toward a shutdown. Democrats are using the ticking clock on government funding, which runs out after Tuesday, as leverage to try to pressure Republicans to pass legislation that brings down health care costs.
