CISCO, Texas (KTAB/KRBC)- A routine family drive home took a disturbing turn on August 10th, according to one Cisco mother, who says she, her husband, and two of her young children witnessed a naked man allegedly performing a lewd act on a public roadside. Due to the nature of that encounter, that mother has requested that she and her family remain anonymous. KTAB/KRBC sat down with her for a firsthand account of what she says they were subjected to.

“I feel like my children might need therapy now because of this. It’s something they shouldn’t have been exposed to…you see these crazy stories on the news but you don’t expect to be a witness to one in person. I’m telling you, I was so frantic when it happened. I couldn’t breathe. It was disgusting,” the mother said.

By her account, the man was crouched down on the side of the road near the old, long-abandoned elementary school on Avenue A. She also claims that there were young boys playing shirtless at the church just down the road from where the man was situated. Although, that claim, along with others in this investigation, have yet to be proven.

The mother described the encounter in her own words saying, “we turned the corner, and I scream because I see a naked man. He’s squatting down wearing a mesh tank top and a fanny pack…naked touching himself,” the mother explaining that her husband began to call out at the man asking what he was doing while she called 9-1-1. She said she did not realize at the time that she would not be able to use her phone to film the incident while that call was active.

“He ran to his car or, not really ran but he was walking fast while my husband was yelling at him. He gets to his car, picks up a pair of black khaki pants, puts them on and then locks himself in his car,” she said.

KTAB/KRBC sat down with Cisco Chief of Police Kenneth Preston, who shared the department’s involvement in responding to and investigating the incident. Preston explained why this case resulted in only a misdemeanor charge rather than an arrest.

“We had an officer there within three and four minutes, and our investigation hasn’t revealed anything that we could legally charge that individual with in criminal nature other than a class C misdemeanor for Disorderly Conduct,” said Preston.

Without solid proof of further wrongdoing, Preston said no other allegations can be legally levied at this time. However, he emphasized that this does not mean the department takes such claims lightly.

“There are certain standards we have to meet to get a case filed as well as get one prosecuted, so we try to be careful with that. Having said that, I will say, this department, we are known to be very proactive against sex offenders, pedophiles, and child abusers…and I believe with all my heart that if we had felt like there was a charge there we would have taken the opportunity to make an arrest there,” Preston said.

The mother said she and other residents she has spoken with have seen that same man sitting in his car for long periods of time at the local park as children played. Preston said that incident is not one that was brought to the attention of CPD. He advises anyone who suspects wrongdoing to call 9-1-1 before going to social media, which would give officers a better chance of responding in time to catch the suspected individual.
