Driver who killed pedestrian while driving triple the speed limit sentenced to jail time, probation

A man who hit and killed a pedestrian in July of 2023 was sentenced to jail time and probation.

Abdirahman Ali Hassan, 21, was sentenced to four years in prison, which will be stayed for the duration of his five years of probation. He was ordered to serve 360 days in Ramsey County Jail and was given credit for three days already served.

Court documents state that Hassan was driving on Concordia Avenue after exiting I-94 at Dale Street and hit 31-year-old Tashawn Burks.

A witness who was stopped at the intersection told police Burks was halfway across the street when they heard a vehicle revving its engine. A white sedan then charged through the intersection, hitting Burks and sending him airborne, the complaint states. The sedan did not immediately stop.

Burks suffered significant injuries and was pronounced dead at the scene.

Investigators determined that Hassan was driving 77.7 mph at the time of the crash — more than triple the 25 mph speed limit.
