PAROWAN, Utah (ABC4) — In a joint investigation, the U.S. Department of Homeland Security and the Parowan Police Department took an individual into custody on child sex abuse charges.

According to the Parowan City Police Department, an individual was arrested the morning of September 23, 2025, near 400 North. He was arrested in a multi-agency investigation that involved Homeland Security Investigators.

The Iron County Sheriff’s Office also said that the Federal Bureau of Investigation and the US Marshall’s Violent Fugitive Apprehension Strike Team (VFAST) worked together to take the individual into custody.

The VFAST team is reportedly the agency that served the warrant.

Parowan City confirmed to ABC4 that this individual is James Tanner, and he has been booked into the Iron County Jail with one count of sexual exploitation of a minor. According to Utah code 76-5b-201, this is a second-degree felony.

Tanner was previously charged with child abuse with inflicting serious physical injury intentionally in 2012, but that charge was dismissed without prejudice in 2014.

No other information about the investigation or arrest has been released at this time.

Charges are allegations only. All arrested persons are presumed innocent unless and until proven guilty beyond a reasonable doubt.
