Richmond police arrest man caught allegedly masturbating at park

RICHMOND, Ind. — Richmond police have arrested a man accused of masturbating in a vehicle that was parked at a public park this week.

The Richmond Police Department said officers were called on Sept. 17 to Springwood Park on Waterfall Road after receiving reports that a man was allegedly masturbating inside a vehicle with the door open.

RPD said the suspect, who they identified as 26-year-old Dustin Harney, fled the park once he realized he was observed. A short time later, Richmond officers found Harney’s vehicle and conducted a traffic stop. He was then placed under arrest and preliminarily charged with indecent exposure, possession of marijuana and drug paraphernalia.

“This kind of behavior will not be normalized in Richmond. Our parks belong to children, families, and law abiding citizens, not people who choose to expose themselves and break the law. If you come into our community to do this, expect to leave in handcuffs,” Richmond Police Chief Kyle Weatherly said.
