United States Attorney David Metcalf announced that Jasmine Williams, 34, of Plymouth Meeting, Pennsylvania, pleaded guilty on Monday to mail fraud, wire fraud, and fraud relating to a scheme to defraud FEMA.
In 2021, President Joe Biden issued a major disaster declaration for a significant portion of eastern Pennsylvania after Hurricane Ida rolled through that part of the state. According to the U.S. Attorney’s Office of the Eastern District of Pennsylvania, the declaration enabled FEMA to provide financial assistance to residents whose homes or properties were damaged by the storm.
Williams recruited individuals over social media by claiming that she could help them apply for FEMA benefits. The attorney’s office said Williams submitted fraudulent documents to FEMA on behalf of the people she claimed to help.
The attorney’s office said that the fraudulent documents included forged leases, letters from landlords, utility bills, earnings statements, and home repair estimates. She then collected half of the payout.
The government calculated that FEMA paid Williams more than $1.5 million, per the attorney’s office. She will be sentenced on January 12, 2026.
