7 gang members arrested in Visalia multi-agency operation, police say
VISALIA, Calif. (KSEE/KPGE) – A multi-agency operation led to the arrests of seven people in a well-known gang who are linked to homicides in Visalia, police said Friday.

On April 23, 2023 officers responded to a home in the 1200 block of North Park Street after reports of a shooting. When officers arrived, they found 36-year-old Tarcicio Torres suffering from multiple gunshot wounds, and he was pronounced dead at the scene. The suspects were identified as gang members.

In a different reported shooting in July, officers were called to the area of Prospect Avenue and Dinuba Boulevard. When they arrived, they found 36-year-old Juan Manzano with multiple gunshot wounds, and he later died. Police said that the shooting was determined to be gang-motivated.

Through these investigations, Visalia Police Violent Crimes detectives gathered key evidence linking members and associates of the gang.

The following individuals were taken into custody as part of this operation:

  • 21-year-old Julian Andrade Ramirez
  • 18-year-old Joel Rodriguez
  • 21-year-old Juan Rivera-Mendoza
  • 19-year-old David Casarez
  • 21-year-old Devannie Marie Carrasco
  • 30-year-old Eduardo Calderon-Rosales
  • 38-year-old Oscar John A. Junior Suarez
