Law enforcement agencies throughout the region said they executed numerous search and arrest warrants in El Dorado, Alpine, Douglas, Nevada, and Washoe counties after a multi-year investigation into cartel-supplied gangs in the Tahoe area.
According to the South Lake Tahoe Police Department, the multi-agency mission, known as Operation Daisy Cutter, aimed to disrupt gang activity, reduce violent crime, and hold cartel-linked leaders, members, and associates accountable. The takedown is also part of a nationwide FBI initiative against cartel-backed criminal enterprises.
Operation Daisy Cutter included search warrants served on seven locations in South Lake Tahoe,
with six additional locations in neighboring jurisdictions. The operation netted 10 arrests in California and 5 in Nevada. Suspects arrested include:

• Ernesto Estrada, 24, South Lake Tahoe
• Robert Brown, 29, South Lake Tahoe
• Amber Walker, 28, South Lake Tahoe
• Kaela Horse-Berreman, 36, Markleeville
• Roberto Guzman, 61, South Lake Tahoe
• Guadalupe Neri, 28, Reno, NV
• Noah Paul, 26, Gardnerville, NV
• Toby Paul, 20, Gardnerville, NV
• Josue Jacquez, 26, South Lake Tahoe
• Levi Hayes, 24, Reno, NV
• Joshua Van Roy, 38, South Lake Tahoe
• Kayli Koffer, 24, Reno, NV
They face a variety of charges, including possession of cocaine for sale, possession of fentanyl for sale, possession of ketamine for sale, illegal sale of firearms, and some probation violations.
Additionally, several warrants remain active and are scheduled to be executed in
the coming weeks, according to SLTPD.
