While the Sheriff’s Office is not leading the investigation, McFadden said the case highlights broader issues around homelessness, poverty, and untreated mental illness. The suspect, Decarlos Brown, has a history of arrests and mental health challenges.
“It’s a vicious cycle, which is why mental health matters so much to me and my agency. But we must also acknowledge that more must be done at every level of government,” Sheriff McFadden said in a released statement. “Regardless, we will continue to do our part to improve mental health services for individuals in our custody, reduce repeat offenses, and enhance safety for our entire community.”
McFadden pointed to programs his office has developed, including a jail-based mental health unit launched in 2019 and the RISE initiative, which provides psychiatric care and helps individuals regain competency to stand trial. Since 2022, RISE has served 56 individuals, with nearly 80% showing progress, according to the sheriff’s office.
He also raised concerns about how Zarutska’s death has been portrayed, urging equal attention and respect for all victims, regardless of immigration status.
“Every life has value, and every victim of violence should be treated with the same seriousness and respect, regardless of background,” McFadden said.
At this time, the Sheriff’s Office would not comment on where Brown was being held within their facility or if he would be considered for the RISE Program.
