Wanted suspect in Atlanta ICE facility arson case may be in Portland: FBI

PORTLAND, Ore. (KOIN) – A person accused of setting fire to a U.S. Immigration and Customs Enforcement (ICE) building in downtown Atlanta could be somewhere in Portland, the FBI announced Friday.

The 28-year-old from Kennesaw, Georgia is wanted for arson and destruction of government property following an incident on July 25, 2020.

Officials identified the suspect as Ronald Watson, though other aliases include Sarah Watson, Miranda Kyle, Emily Smith, and Victoria Watson. 

Investigators say Watson was in a crowd of protesters outside the building shortly before midnight when several masked people were reportedly seen vandalising the building. The FBI said these people used rocks, cinder blocks, modified fireworks, Molotov cocktails, lighter fluid bottles, and other materials to cause more than $78,000 in damage.

Watson was identified based on evidence collected during a conviction in January 2023 in which Watson reportedly assaulted a public safety officer in Oregon, the FBI said.

“Prior to the attack on the ICE building, Watson posted numerous anti-ICE messages on social media, including a depiction of an ICE agent about to be struck in the head with a baseball bat,” according to the FBI. “Watson also claimed on social media to have ‘thrown bricks, done other things not to be mentioned, . . . [and] Doxxed people’ as examples of ‘taking action.'”

Watson was accused of being a part of this group and an arrest warrant was issued for Watson’s arrest in July 2025. 

Officials describe Watson as 5 feet 11 inches with brown hair and tattoos. These include a tattoo of a woman plowing and a fish skull fence on the left arm and three faces on the right arm.

The FBI is offering a reward of up to $10,000 for information leading to Watson’s location and arrest. However, officials warn against approaching Watson, whom they consider armed and dangerous.

This investigation is being conducted by the FBI and Homeland Security Investigations and comes as President Donald Trump urges the U.S. Department of Homeland Security to crack down on sanctuary cities like Portland, where local law enforcement does not involve itself with federal ICE arrests.

On Wednesday, Tom Homan the Executive Associate Director of Enforcement and Removal Operations for DHS warned of “collateral arrests” and of federal law enforcement agents being ordered to “flood the zone” in cities like Portland and Seattle.
