C.J. Grisham, the attorney, claims that his client, Justin Keucher, was insulted by district employees while recording a school board application process, which led to charges against Keucher and ultimately his suicide.
“He left his phone on the counter. He had no reason to believe whatsoever that they were going to start talking not only to themselves, but about him. It’s been very frustrating, disappointing, and then infuriating,” said civil attorney C.J. Grisham.
Bowie ISD’s attorney, Andrea Mooney, stated that Keucher broke wiretapping laws when he continued recording after leaving the room, as he was no longer a party to the conversation.
“You guys have blood on your hands. I just hope this sits in your heart. And somehow I hope there is justice that comes to you,” Grisham told the school board.
Justin Keucher recorded district employees while filling out an application to run for the school board, intending to show others how to apply.
After stepping outside to retrieve his driver’s license, the recording continued, capturing district employees allegedly insulting Keucher.
Keucher later posted the audio recording on social media, which led Bowie ISD to pursue charges against him for illegal recording.
Grisham argues that the charges, which he considers bogus, contributed to Keucher’s decision to commit suicide.
Andrea Mooney, representing Bowie ISD, claims that Keucher violated wiretapping laws by recording without being present in the conversation.
Grisham intends to pursue legal action against Bowie ISD, holding them accountable for the circumstances surrounding his client’s death.

Despite current claims to the contrary, there was credible evidence to show criminal conduct by a violation of law, which was reviewed by law enforcement and the District Attorney’s office. The Bowie ISD Board of Trustees followed the procedures outlined by the District Attorney’s office to have charges filed for criminal conduct.”
