The senator and the network came together due to the increasing prevalence of immigration enforcement across the country. Padilla said at the roundtable that there is a crucial need to communicate, collaborate, and work together in order to support immigrants residing in the Sacramento area and throughout California.

In July, Padilla introduced the Visible Identification Standards for Immigration-Based Law Enforcement (VISIBLE) Act of 2025. According to the senator, this bill would require immigration enforcement officers to display clearly visible identification during public-facing enforcement actions.

The Sacramento Rapid Response Network is comprised of three branches: rapid response, community education and opening doors. All three branches conduct various projects that provide resources to immigrants living in California, Padilla said.

The network is also supported by partners like the California Immigration Project, River City Food Bank, Community HealthWorks, NorCal Resist and Elk Grove Unified School District. The senator said that the network’s partners play a critical role in defending immigrants’ rights and security.

“I applaud the Network for their tireless work to protect vulnerable immigrants in the Sacramento Valley and beyond, and I hope it can serve as a model for groups throughout the state to work together to keep our communities safe,” Padilla said.
