Victims identified in ‘suspicious’ San Rafael apartment complex fire

SAN RAFAEL, Calif. (KRON) — The Marin County Sheriff’s Office has identified two victims found dead in the charred remains of a San Rafael apartment complex, which caught fire on Aug. 21.

The victims are 62-year-old Tracey Lee Lowmiller and 68-year-old Pamela Lynn Scoggins, both of San Rafael. A cause of death has not been determined for the women at this time.

“Forensic post-mortem examinations were completed for both people earlier this week,” the Marin County Sheriff’s Office said. “The cause and manner of death will be pending the conclusion of the investigation.”

The nature of the fire is suspicious, investigators previously told KRON4. The San Rafael Police Department, San Rafael Fire Department and Marin County Sheriff’s Office are all working on the investigation.

The cause of the fire is undetermined and remains under investigation. No other people are considered missing in relation to the fire.
