Rockford Police said around 12:44 p.m., the two women and a child were in a car in the area of Maple Street and N. Horsman Street when gunfire erupted.
Investigators were able to find evidence of multiple bullet strikes on the vehicle, but no one inside the car was injured.
Detectives were able to identify Dyvon Thompson, 34, and his girlfriend, Aaliyah Talford, 28, as the suspects.
The pair was arrested on Tuesday.
Thompson has been charged with two counts of attempted murder, aggravated discharge of a firearm, and aggravated unlawful possession of a weapon.

Both were booked into the Winnebago County Jail.
