In a release, State Police at Schuylkill Haven said they were called on Thursday to the area behind a business along Route 183 near Friedensburg for a report of a person dumping trash into a dumpster.
Upon arriving on scene and looking through the trash, state police say they discovered several dead dogs in the trash bags.
Inside, one dog was found alive and rushed to a nearby veterinary hospital, according to PSP.
Authorities say a silver or gray Ford SUV was spotted on the scene when the dogs were discarded.
Officials add that the investigation is ongoing and anyone with information is urged to call the Schuylkill Haven barracks at (570) 593-2000.
