On Wednesday, the Loudoun County Animal Services (LCAS) said 34-year-old Manuel Ovando was charged with two counts of felony animal cruelty. His dogs, 3-year-old Charlito and 5-year-old Bella, were inside an unattended car for a long time during a day when it was hotter than 80 degrees outside.
According to LCAS, someone called for help. Humane law enforcement officers responded and tried life-saving efforts, but the dogs were determined to have died already.
Ovando was taken to the Loudoun County Adult Detention Center without bond.
His court date is scheduled for Sept. 10.
