The arrests happened on Tuesday when the Tualatin Police Department said they conducted an organized retail theft mission at the store.
Police said they recovered over $18,000 in stolen goods and arrested 32-year-old Portland resident Andreina De Los Angeles Villalobos-Hernandez and a juvenile girl. They are both accused of first-degree aggravated theft.
Police said they observed the pair placing large amounts of merchandise into bags, then leaving without paying.
The investigation is ongoing.
