ST. GEORGE, Utah (ABC4) — Two young men from Goshen have been charged after fleeing during a traffic stop, crashing into a fence, and then fleeing from police on foot. A third suspect was involved, but has not been apprehended yet, according to documents.
Jon Iszac Manriquez, 20, and Owen Kendall Stucki, 19, have both been charged with two counts of possession of a controlled substance with intent to distribute, one count of prohibited dangerous weapon conduct, obstruction of justice, failure to stop at the command of law enforcement, tampering with evidence, and use or possession of drug paraphernalia.
Stucki is also facing additional charges of reckless driving and property damage.
According to court documents, on Aug. 9, 2025, an officer with the St. George Police Department observed a vehicle traveling under the speed limit on River Road. He followed the vehicle to see if there were any violations and conducted a traffic stop after watching it take an improper left turn.
The officer pulled the vehicle over near Red Hills Parkway and Gateway Drive. The driver of the vehicle, Stucki, rolled the window down halfway, which the officer found suspicious, but did not observe any signs of impairment. Documents say that two other men were in the vehicle: Manriquez in the passenger seat and an unknown man in the backseat.
Due to alleged abnormal behavior from everyone in the vehicle, the St. George Police officer requested a K-9 unit for back-up. When they arrived, the officer went to his patrol vehicle to write a citation while the other officers asked the three men to exit the vehicle.
Suddenly, the officer heard loud banging, and saw that another officer was attempting to break the driver’s side window. The car suddenly sped away from the traffic stop, and a vehicle pursuit was initiated.
According to documents, the officer was told that during the traffic stop, Manriquez began yelling at Stucki and telling him to flee multiple times. He eventually complied, beginning the police chase.
The vehicle with the three men ended up crashing into a fence along Industrial Road in St. George. They allegedly got out of the wrecked vehicle and began running in different directions. Two of the young men, Manriquez and Stucki, were caught by police and taken into custody.
Stucki allegedly told police that while they were fleeing on foot, Manriquez had given him a backpack filled with THC vape pens. Manriquez did not want to speak without a lawyer present.
Because the vehicle had crashed and needed to be towed, officers completed an inventory of what was inside. They located two bags full of raw marijuana, a bag of what they believe to be psilocybin mushrooms, and a 9 mm bullet. A firearm was located in the area that the third suspect fled, and the caliber matched the bullet found in the vehicle.
Both Stucki and Manriquez were transported to the hospital for medical clearance, then booked into the Washington County Jail, where they are currently being held. The third suspect has not been arrested yet, documents say.
