A release from the San Bernardino County Sheriff’s Department’s Colorado River Sheriff’s Station states that, around 6 a.m. Sunday, deputies responded to the area of Broadway and L Street in Needles, located in far eastern San Bernardino County near the state line with Arizona and Nevada.
“[The deputies were dispatched] on a report of a young juvenile observed with no shoes walking over the railroad overpass,” SBSD’s release, issued late Monday morning, says. “Upon arrival, deputies located the child, later determined to be two-and-a-half years old.”
During the investigation, the girl’s parents showed up at the scene. While deputies questioned them, they exhibited “symptoms of being under the influence of a central nervous system stimulant,” SBSD said.
Investigators were able to obtain a search warrant at the home of the parents – identified as Bradley Underwood and Sara Estrada – which turned up additional evidence. The nature of the evidence was not disclosed.
Both Underwood, 48, and Estrada, 30, were arrested and taken to the Colorado River Station jail to be booked on charges of child abuse and parole violations.
Underwood remains in SBSD custody with no bail awaiting a court hearing. Estrada is also still in custody and is awaiting a court hearing; however, her bail was set at $50,000.
The young girl was transported to the local police station and placed in the custody of Child Protective Services, according to authorities.
