Officers were called to the 3500 block of Wind Point Drive for reports of suspicious activity. The man told authorities that the suspect, wearing all black, was dropped off by a gray vehicle.
Officials attempted to take Moreno into custody near Wind Point and Jordan Place, but he started to run away.
Soon after, he was taken into custody.
Police searched the area and found a discarded, 3D-printed firearm.
Later, the victim showed authorities multiple text messages from Moreno threatening to shoot and physically harm him.
Moreno is charged with possession of a firearm without a FOID card, aggravated assault while using a deadly weapon, aggravated unlawful possession of a loaded firearm without a FOID card and harassment with threats to kill a person.
